Young People & Participation Commission

Aim of the commission:

To facilitate and develop volleyball participation, competition, and development, specifically for young people, within educational establishments and to create participation routes for that group (across Indoor, Beach and Sitting Volleyball.) The commission has a responsibility to develop structures and opportunities for all ages, linking with other Commissions, and, by so doing, encourage increased participation and membership in line the Scottish Volleyball development plan.

The Chair and Members of the Commission will meet at least 4 times per year to:

  • Promote and develop volleyball participation and competition within primary and secondary education in Scotland.
  • Assist with the rules of the Scottish Schools competitions and act as the appeals body for any school competitions.
  • Provide teacher resources for the development needs of the education sector.
  • Create a pathway for Youth aged athletes into existing development programmes.
  • Assist in the delivery of School Events.
  • Review and evaluate activities carried out in the previous year, and to project forward to arrange the activities for the forthcoming year and subsequent years.
  • Ensure all activities within the education sector are inclusive and follow the Scottish Volleyball Equality Policy
  • Meet and report to the allocated SV representative, the KPIs determined by the Scottish Volleyball Board and agreed by sportscotland.
  • A commission member will be voted as President.
  • A commission member will be voted as Vice-President

Commission Roles & Responsibilites

President’s Role:

  • conducts the meetings.
  • Updates the Commission members on budget requirements and where applicable represents the Commission at meetings of Scottish Volleyball and at other meetings at the request of the President/CEO of Scottish Volleyball.
  • Co-ordinates the activities of the Commission as a whole.
  • Through the SV Office Manager/ CEO, recommends the authorisation of grants and expense claims as required to facilitate the work of the Commission. 
  • Reports to the Board and to the members of the Association within the SV annual Report.
  • Acts as the main liaison with other Commissions.
  • Writes or initiates the writing of educational ‘Volleyball’-based material on behalf of Scottish Volleyball.
  • conducts the duties of the Commission chair in his/ her absence.
  • Acts as the mail recipient of the commission
  • In liaison with the Commission chair, prepares the agendas, facility and arrangements of the commission meetings.
  • Leads on activities and discussions in relation to their field of expertise.
  • On a rotational basis, will take minutes of the meeting and circulate to other commission members.

Working Groups

Young Persons
  • Acts as chair of any meetings
  • Can act within another role on the Working Group
  • Liaise with SV office staff, Board, and other Commissions to determine timelines, requirements, budgets, and resource needs for programme delivery
  • Will be the main source of contact to the Young People & Participation Commission
  • Reports to Scottish Volleyball CEO, Equality Panel or Welfare Officer on any concerns in relation to ensuring Young People receive equal rights.
  • Receives and keeps a file of all correspondence and notes relating to the work of the YPWG
  • In liaison with the WG Leader, prepare the agenda, take minutes at, and distribute finalised minutes for all YPWG Working Group Meetings
  • Support the WG Leader in the construction of programme reports and reports to the SV office and Young People & Participation Commission
  • Act as Chair of meetings in the absence of the WG Leader
  • Keep track of all deadlines to be met for tasks set to each of the members of the YPWG.
  • Keep track of all financial aspects of the work of the YPWG.
  • Assist with the relevant Commission member all expense claims that relate to the work of volunteers organised by the Working Group.
  • Negotiate and agree with Education & Participation Officer on budget alongside WG Leader and Young People & Participation Commission Chair
  • Engages with Scottish Volleyball Competitions Officer in relation to National Competitions offered.
  • Is the main point of contact for promoting Local and National Competitions for Young People.
  • Works with Education & Participation Officer, Local Districts, Regional Centres to identify potential participation opportunities for Young People.
  • Works with the Youth Aged Programmes Working Group to promote any programmes and initiatives created to further enhance the participation of our sport.
  • With the assistance of the Scottish Volleyball staff, promote a training programme for Young People.
  • Alongside the Special Events Volunteer Coordinator, recruit and select appropriate people for all volleyball events
  • Work with the Scottish Volleyball staff to ensure the yearly Operational plan includes youth aged activities & programmes
  • Work with the Regional Development Officers to promote the delivery of Youth Aged activities within local areas.
  • Create an analysis of Youth Aged Activity across Local Authorities.
  • Work with the Scottish Volleyball staff and Volleyball for Scotland charity to identify potential fundraising opportunities to support the Youth Aged programmes.
  • Support the Scottish Volleyball CEO to identify sponsors for a future Scottish Volleyball Junior Volleyball League.
  • Create initiatives to promote Scottish Volleyball within the schools and further education establishments.
  • Prepare social media posts / graphics to promote the activities of the Working Group and the projects that are being delivered.
  • Prepare news reports for Scottish Volleyball and other partner websites.
  • Work with local and national media to publicise the opportunities for young people within the sport.
Youth Aged Programmes
  • Can act within another role on the Working Group.
  • Liaise with SV office staff, Board, and other Commissions to determine timelines, requirements, budgets, and resource needs for programme delivery.
  • Will be the main source of contact to the Young People & Participation Commission

·       Receives and keeps a file of all correspondence and notes relating to the work of the YAPWG

·       In liaison with the WG Leader, prepare the agenda, take minutes at and distribute finalised minutes for all YAPWG Working Group Meetings

·       Support the WG Leader in the construction of programme reports and reports to the SV office and Young People & Participation Commission

·       Act as Chair of meetings in the absence of the WG Leader

·       Keep track of all deadlines to be met for tasks set to each of the members of the YAPWG

  • Keep track of all financial aspects of the work of the YAPWG.
  • Assist with the relevant Commission member all expense claims that relate to the work of volunteers organised by the Working Group.

  • Acts as the main point of contact for appointed Regional Development Centre staff.
  • Works with the Youth Aged Working Group to promote any programmes and initiatives created to further enhance the participation of our sport.
  • Support Regional Centre staff during the selection for the Regional Final Tournament.
  • Alongside the Events Commission, deliver Regional participation Tournaments for Youth Aged athletes for all disciplines.
  • Deliver a Final Regional Tournament which will be a selection-based competition structure.
  • Work with Local Volleyball Associations to promote delivery of Aged Group Activity within their remits.
  • Work with the Scottish Volleyball staff and Volleyball for Scotland charity to identify potential fundraising opportunities to support the Youth Aged programmes
  • Support the Scottish Volleyball CEO to identify sponsors for a Youth Aged National Tournament.
  • Create and deliver fundraising activities which can help create more opportunities at local and National level.
  • Prepare social media posts / graphics to promote the activities of the Working Group and the inclusive projects that are being delivered.
  • Prepare news reports for Scottish Volleyball and other partner websites
  • Work with local and national media to publicise the opportunities for young people within the sport.
Teachers
  • Acts as chair of any meetings

  • Work with local and national media to publicise the opportunities for young people within the sport.
Safeguarding & Wellbeing
  • Acts as chair of any meetings
  • Can act within another role on the Working Group.
  • Liaise with SV office staff, Board, and other Commissions to determine timelines, requirements, budgets, and resource needs for programme delivery.
  • Will be the main source of contact to the Young People & Participation Commission
  • Will liaise directly with the Scottish Volleyball Lead Welfare Officer
  • Reports to Scottish Volleyball CEO, Equality Panel or Welfare Officer on any concerns in relation to welfare issues within their designated programmes
  • Ensures the club tracker document is up to date with compliance rates.
  • In regular contact with the Lead Safeguarding Officer in relation to Club issues.
  • Is a point of contact on an Investigation Panel with any issues relating to Club staff and players welfare.
  • Ensures the National Team tracker document is up to date with compliance rates.
  • Is a point of contact on an Investigation Panel with any issues relating to National Team staff and players welfare.
  • Will ensure all Youth Aged Programmes are compliant with Scottish Volleyball requirements.
  • Ensures the Commission tracker document is up to date with compliance rates.
  • Is a point of contact on an Investigation Panel with any issues relating to Commissions & Volunteers.
